Puppy raisers must commit to training for 1.5–2.5 years. Emergencies or vacations are accommodated with pre-arranged puppy sitters. Puppies released from the program may be adopted by raisers or volunteers first, with strict application processes for public adoptions. Training progression is based on dog readiness, not time.

Phoenix Assistance Dogs of Central PA is a nonprofit organization founded in 2009 by Linzey Zoccola that trains puppies to become assistance dogs for individuals with disabilities who cannot train their own dogs. They also support owner-trained assistance dogs, providing guidance and certification for individuals who wish to train their own dogs. How to Get Started!
Interested individuals must apply online via the Puppy Raiser or Assistance Dog Application forms. Approved applicants are contacted by a PAD representative to begin the process, which includes a home visit, orientation, and enrollment in weekly training classes.
